New York Operating Engineers License

New York State Department of Labor

No State Jurisdictional Boiler & Refrigeration Operator's License law at this time. However, the State of New York does have a requirment for boiler owners and Operators in the State:

NYS Rules and Regulations 14-1.13 Boiler operator

  • (a) Every person attending a boiler shall be provided sufficient training to allow that person sufficient knowledge to operate the boiler in a safe and efficient manner.

    (b) The boiler operator shall keep a log for each shift that he is responsible for operating the boiler. That log shall provide the following information, which may vary according to type of boiler:

      • (1) Blowdown of water column and sight glass and other safety equipment.
        (2) Blowdown of mud drum and headers.
        (3) Record of water treatment.
        (4) Test of safety valves.
        (5) Record of any operation problems or deficiencies.
        (6) Signature of boiler operator.

    (c) The log shall be available for inspection by the State Boiler Inspector and the insurance inspector.

New York City

First, a comment about NYC licensing: NYC licensing is broken down to two-seperate government entities, which makes it difficult for a qualified applicant to apply for a license. The Fire Department adminsters the Chiller exam.

The City of New York has 2 licensing levels:

  1. New York City High Pressure Boiler Operating Engineer (encompasses the portable license)
  2. Oil Burner Equipment Installer - Class A, B and C (Usually considered LP Boiler License)

NYC Qualifications for High Pressure Boiler Operating Engineer

All High Pressure Boiler Operating Engineer applicants must meet the following qualifications. Please check all that apply:

  1. Be at least eighteen (18) years old
  2. Be able to read and write the English language
  3. Have good moral character so as not to adversely impact your fitness to perform the duties and responsibilities of a High Pressure Boiler Operating Engineer
  4. In addition, applicants must also meet one (1) of the following levels of experience:
    1. Have been employed as a fireman, oiler, general assistant, journeyman, boiler maker or a machinist under the direct and continuing supervision of a Department-licensed High-Pressure Boiler Operating Engineer in a high-pressure plant or buildings in New York City for five (5) years within seven (7) years prior to the application date
    2. Have received a degree in mechanical engineering from a school or college recognized by the New York State Department of Education and have one (1) year of experience in the operation of and maintenance of high-pressure boilers under the direct and continuing supervision of a Department-Licensed High-Pressure Boiler Operating Engineer in New York City within two (2) years prior to the application date
    3. Have for at least four (4) years an engineer certificate from a board of examining engineers duly established and qualified pursuant to the laws of the United States, any state or a territory; or a marine engineer certificate from the United States Coast guard and one (1) year of experience in New York City in the operation and maintenance of stationary high-pressure boiler plants under the direct and continuing supervision of a Department-licensed High-Pressure Boiler Operating Engineer within seven (7) years prior to the application date
      Note: The applicant must include in his/her application a signed statement that he/she is the person named in the said certificate and statements from at least three (3) licensed High-Pressure Boiler Operating Engineers employed in New York City at the time of making such signed statements that the applicant is the person named in the said certificate
    4. Have at least five (5) years of experience in the direct supervision, care, operation and maintenance of a steam generating plant of a governmental building with boilers that have at least one-hundred and fifty (150) horsepower and have one (1) year of experience working with high-pressure boilers under the direct and continuing supervision of a Department-licensed High-Pressure Boiler Operating Engineer in New York City within seven (7) years prior to the application date
    5. Have successfully completed at least a two (2) yearlong registered, approved apprenticeship training program recognized by the New York State Apprenticeship Council and have had at least three (3) years of experience in the operation and maintenance of high-pressure boilers under the direct and continuing supervision of a Department-licensed High-Pressure Boiler Operating Engineer in New York City within seven (7) years prior to the application date

Refrigeration Machine Operator Engineer

Refrigeration Machine Operator (Unlimited Capacity) examinations are administered by the Fire Department in accordance with Section 9-01 of Title 3 of the Rules of the City of New York, and applicants who establish their qualifications for such licenses in Refrigeration Machine Operator (Unlimited Capacity - one size license) in accordance with the provisions of said section and New York City Administrative Code §§ 27-4002(8a) and 27- 419(d), as applicable, shall be so certified by the Department of Citywide Administrative Services.

You will need a Universal Technician Certificate in accordance with U.S. Environmental Protection Agency regulations (40 CFR Part 82, Subpart F).


City of Niagara Falls

The City of Niagara Falls NY has boiler operator licensing. The examinations are narrative, which means an exchange of questions and answers. The examinee is asked questions until the City's Board of Examiners is satisfied. An examinee has been able to take the exam in more than one-sitting, but has to pay the City's Board of Examiners another exam fee.

Local residency is not required to apply for the license.

Licenses from other jurisdictions may not be accepted. Check with agency.

The City of Niagara Falls has 3-licensing levels and does not provide readily to the public information on applications or qualifications:

  1. Niagara Falls Class A - Stationary Engineer
  2. Niagara Falls Fireman Class B - High Pressure Boilers
  3. Niagara Falls Fireman Class C - Low Pressure Boilers
